Ken Shepherd joined Tiernan & Associates in July 2007 as a consultant.Ken has had extensive experience within the finance and banking industries in operations, sales, accounting, product and systems development, compliance, risk management and senior management, most notably in AGC, State Bank of NSW and Toyota Financial Services.In AGC, Ken worked in motor dealer, small business and consumer finance operations, including mortgage lending and credit cards, across the areas of credit, lending, sales, debt recovery and risk management, accounting, audit, policy and procedure. Later, Ken had responsibility for the national Credit Act compliance project, the implementation of the Privacy Act into NSW, the management of legal services and the establishment of specialised departments within NSW State Office for mortgage lending and conveyancing, and, the management of problem facilities with exposures over $1M.In State Bank, Ken was recruited to manage sensitive areas of the Bank’s national collections centre leading up to the sale of the Bank and the Bank’s applications to the Commercial Tribunal of NSW for reinstatement of credit charges forfeited due to past multiple breaches of the Credit Act. During this period Ken also wrote a computer program to facilitate the preparation and issuing of legally compliant demands and default notices for defaulting personal loan, mortgage loan, chattel lease and credit card facilities. Later, Ken was responsible for the establishment of an internal debt recovery unit, including the acquisition and configuration debt recovery computer system.In Toyota Financial Services, Ken held several senior national positions, including software development manager, credit risk manager and legal manager. Ken was responsible for the implementation of the Consumer Credit Code, the Y2K project and the GST as well as national staff and motor dealer training for those key projects. Ken was also responsible for the development of the legal and operational specifications for Toyota Finance’s new computer system, the completion and roll-out of the Company’s point of sale loan approval and documentation system for Toyota dealers (ATLAS). Ken also managed a team credit analysts and actuaries and was responsible for the development of the Company’s automated credit scoring system and predictive tools such as for the setting operating lease residual values for motor vehicle fleets.Ken has spent the last 4 years at Bersten Pain, Solicitors, where he supervised the team responsible for all of the transactional legal work for Provident Capital Limited.
